My user acct is Admin. user. Everytime I install a new
program, it adds an icon on my desktop, which is what I
want, but it also adds an icon on the other [limited]
user's desktop. When I delete the shortcuts from the
other user's desktop, it also deletes the shortcut on my
desktop. Is there a way to remove an icon on one user and
not affect the other user's desktop?

Open Windows Explorer and go to C:\Documents and Settings\All Users\Desktop.
Locate the shortcut you're concerned with and right click it, select Cut.
Then go to Documents and Settings\<your username>\Desktop. Right click in
the right pane and select Paste.

Most icons are created on the "all users" desktop! All users means just
that. When you delete from any account you are booted into, it prevents
anyone from seeing it. Copy it from "all users" to the personal desktops of
each account you want to see the icon. Then, delete it from the "all users"
account.
