Programs Open Up Minimized

Hello,

I have certain programs that open up minimized. For
example Outlook express opens up in a maximized window
but when you double click an email to open the email it
opens up minimized. Other programs like notepad open up
minimized when I open a .txt file.

When I click on the task bar on the minimized program it
does not come up. I have to right click on the program
and click on restore or maximize to recover it.

This is not a big deal but it is very annoying and would
like to fix this problem.

Can anyone help me on this.
