For just running basic applications like Word and internet, can you tell the
difference? What about when watching DVDs?

Basic apps will work fine with 32 MB Video RAM. More memory allows higher
resolutions (1024 X 768, 1600 X 1200, etc.) and color depth 24 or 32 bit).
Only higher end systems, larger monitors and graphic intensive programs
(i.e.. games & graphic editing programs) normally benefit from more memory.
I am doing video editing with a video card that has 32 MB RAM and one of my
laptops has 8 MB. I can video edit on that system also.

Large amounts of Video RAM are primarily needed for high performance
games and/or for very high resolution monitors.
8 mb of video RAM is fully adequate for business type applications
using 32 bit color at monitor resolutions of up to 1600 x 1200.
