Sound Schemes Test Ok But Do Not Play

Sound schemes including XP default test play ok - Scheme
is saved but sounds do not play when - eg: Windows Start -
Windows Shut Down or New Mail etc.

I have tried changing sound schemes - choosing different
*.wav files and test ok - saved scheme but do not play as
above.

All other application sounds play - eg Windows Media
Player/Microsoft Word/Help/Incredimail/Games etc -
DVDs/CDs All audio tests ok.

Any ideas - Puzzled ?
