start-up issues after upgrade

I had just undergone a major hardware upgrade and now my
windows wont boot... It does memory check and all, but
when its ready to start loading windows the whole thing
restarts and then it tells me to do safe or safe w/
network, last bootable config or normally... I've tried
them all with the same result.... any ideas?
