I had to reinstall Windows XP the other day because of
some issues, and now I can't get it to reload MS Outlook
for my email. Everytime I click on the Email icon I get a
message saying the file C:\Documents and Settings\Terry
xxxxx\Local
Settings\Application\Data\Microsoft\Outlook.pst is not a
personal folders file. What does this mean and how can I
restore it? Thanks.

Do a repair install of Office.
