WINXP is not allowing me to secure a folder with a password!!

Help!!
WinXp is not providing me with the password option to
secure a folder.... I read something, that the hardrive
needs to be in NTFS mode??? if it is how can I change it
or add this feature?

OPS: WinXP home edition.

You are right that the drive must be using NTFS but I believe XP home
edition does not allow you set set access rights on any folder except My
Documents.
