I have this promlem with my desktop PCs from time to
time. I go around it by choosing "Log Off" instead
of "Turn Off Computer", then, "Switch User", then "Turn
Off Computer" in the left-bottom corner of the screen.
After "OK" on the warning that pops up, the computer will
turn off.
