shift keys

I no longer have use of my left hand.
On my old computer I had my keyboard setup so that when I
pressed caps lock it stayed on until I pressed shift and
it would go off. I can't find that feature anywhere. I
found sticky keys but that doesn't seem to be it.
Anyone know where it is?
