First of all I thank you for all people to see this
post^__^.
Here is my problem: I tried to open the Phone and Modem
Options in the Control Panel folder, but it was never
opened. Then I opened the Task Manager. When I open the
Phone and Modem Options, one more process is made, but
seconds later, the process is gone, which means the
Windows tried to open but it failed. I wonder if the .exe
file is gone or some other problem?? Does the Microsoft
have any downloads that help this problem or someone can
tell me what's worng??
Thank you very much.

Control panel items are usually applets which consist of a file and code
which is read by rundll.exe which intreprets this file and code to present
an applet that works like an exe. It works along the same way as
macromedia's flash (.swf) format or java scripts.
In your case I would suspect you are correct with your idea that the process
is closing because of a corrupt file. Unfourtunatly you cannot download
parts of windows from microsoft. I think theres an expand file feature in
msconfig.exe where the solution would be to use your windows setup disk or
find the original cab files from your hard drive or restore cd if its OEM
and expand the file (extract from .cab (like .zip)) from the original cab
setup file.
I wouldnt know what files that would need extracting however someone else
may.
