fdisk 40g hd created 2 partition 50% each, install xp os
and only 4g shows up 2gs per partitions, reformated,
fdisk, one large drive 100%, reinstalled xp os, still
only 4g shows up.

The 2GB per part probably means that you have selected FAT16;
that may be inadvertently due to using a very old copy of
FDISK which only understands FAT16.
If you have an XP CD, boot from that instead of using FDISK.
And, I strongly recommend using NTFS instead of FAT32, due to
NTFS's more robust design (journaling). With XP on a 40GB HD,
I would not subdivide at all; a single 40GB part is easier to
manage than two parts, and much easier than a bunch of parts.
