Thanks Cin.
It wasn't locked, I locked and unlocked it several times to make sure.
When it's locked, you can't drag it anywhere. You don't get any double
arrowed "handles" in the locked position. I could drag it to the right to a
thickness of about 4". Normally when this happens to a someone who isn't
aware you can position it various ways, you simply have to show them to drag
it back diagonally to the bottom. It would only stretch.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\
Advanced]
Value Name: TaskbarSizeMove
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = locked, 1 = unlocked)
This is the reg key/value for locking. But I 'm trying to figure out why
mine would only stretch to one side and was immovable from the other side.
There may be other registry keys and values involved.

tweaks involve multiple keys and values.
