Cannot figure

Cannot figure out how to start this XP machine in Safe Mode, the Help files
says select Shutdown, this does not appear. So, ????

Restart your computer and start pressing the F8 key on your keyboard. This
should take you safe mode.

If that doesn't work here is another 'trick';
Turn on you computer, when it comes up to loading XP with the scroll bar,
turn off the power on the PC. Since windows failed to load it should give
you the option to boot to safe mode on the next reboot.
