regional settings are stuck

hi does anyone know how to fix the regional settings on
your dvd player on windows media player as i have changed
it as many times as you can and is now stuck on region 3
is there anything i can do

You can return the drive to the manufacturer and have them reset it.

Or you can purchase software that will overcome the issue....
