new hard drive issue

my hard drive wiped out , so i bought a new one along
with a new copy of windows xp . i cant seem to get it
going , i get a message stating that the NTLDR file is
missing . this is a raw setup and i cannot even partition
the drive without an operating system . any ideas ?

the XP cd should give you the option of partitioning and formatting the new hard drive.
you boot from the new cd .
