How do I open a file with the name "thumbs" ?

The file extension is .db

I also need to know how to open database files.

The thumbs.db holds bitmaps of the files in a directory, you don't actually
view it.
When you select view thumbnails from the menu the thumbnails are cached in
this file so they render quicker in future.

Database files are opened by the program that creates them
eg mdb files are opened with Access

If it is a text database then you can view it in notepad
