twain, and driver installation difficulty

My scanner couldn't sonnect to the TWAIN device, so I
tried to install an updated driver for my scanner. I got
the message "Installation file required by NTDVM is
missing" File is listed as C:|WINDOWS|System 32|ntio.sys.
How do I get this file?
