gta vice city wont even start anymore

i dont know what the deal is, the game worked fine a few
days ago, and now i put the game cd in, and try to play
the game going through the start/programs menu as i
normaly would, and the cd drive makes a sound like its
going to run, and the mouse pointer makes a lil loading
symbol,and then poop, it all just stops, and nothing
happens, i have tried reinstalling the game and
everything nothing works, is this a windows xp prob or
what?? any one know whats wrong? thanks for any help...
