Default Keyboard

I've deleted the Dvorak keyboard from the Regional
Settings and changed the registry keys to US English, but
XP Pro continues to boot up in Dvorak mode until after I
log in, then I'm back to the standard keyboard.
How do I get XP to boot up with the standard keyboard?
