I have EXACTLY the same problem with my CD-RW drive and
DVD-ROM and also my floppy drive - this problem seems to
have come out of thin air, perhaps I think as the result
of a glitch in one of the Critical Updates from Windows
Update. I've been unable to find a fix for it having
updated ASPI layers, checked for viruses, you name it .By
the way, try booting into Safe Mode - the drives work
just fine there!
I'm at the stage of doing a Repair Install of XP and then
taking each Critical Update one at a time and testing the
system for a day or two before applying the next one.
I'll let you know if this helps sort matters however I'd
be grateful if you could let me know if you find a better
solution.

PS Try your floppy drive - I'd be very interested to see
if you have the same problem - mine offers to format each
disk as it thinks they're blank !
