Push Pin in Windows

hi all,

does individual windows have a 'push-pin' ability similar
to linux? i wish to be able to be able to fix windows or
dialog box into a permanent position on screen, or always
on top, and its kinda frustrating not being able to do
this. when its such a breeze and a basic feature in linux?

Not that I know of. Maybe some third-party tool exists to add this
feature to Windows, but there is no such a function in a standard
Windows installation.
