Anyone help please.....

This file keeps trying to access the Internet and I have
it blocked by Norton security.... similarly when closing
down my laptop it refuses to close.......

DO I need this exe file or can I safely delete it...?

A Google search gave no hits on this file. It is very likely malware and
you should delete it to the Recycle Bin. Recommend you do a scan of
your harddrive for more of these little "spies" to get rid of them and
make sure you have your firewall enabled.
