Is there a way to restore the menu listings in the menu you get when right
clicking on an object? I had a user install a program that
overwrote/replaced menu items and wants to get them back.

Usually requires a regedit. What is it you want to restore? Did you run sfc
/scannow? (system file checker)

Tweak UI can help.
TweakUI | Templates
[[Templates
When you right click and select the New menu, certain files can be created
automatically. This list allows you to delete certain types as well as
create new types.]]
