I want to make it so that everytime I boot up my computer, a random
wallpaper is loaded from a specified folder in stretch format. Is this
possible on XP home?

Microsoft has a free wallpaper changer powertoy, which allows you to
automatically change the wallpaper at intervals ranging from mins to one
week. You can also have special wallpapers only appearing on certain days if
you want.
There is, however, no option to change at boot-up. Why not give it a try?
Just type "wallpaper changer" without the quotes into the search box on
Microsoft's site and download the file.
