Windows Installer Service

I am trying to download something from the Windows
website and once I save the file and then try to install
it, I get a message saying the following:

"The Windows Installer Service could not be accessed.
This can occur if you are running windows in safe mode,
or if the Windows Installer is not correctly installed.
Contact your support personnel for assitance."

Can anyone tell me why this is happening?
