Desktop Shortcuts

How do i make sure that my desktop shortcuts remain where
i put them? Every time i restart windows they all get
rearranged back to a default position.
I have unchecked auto arrange and align to grid and tried
combinations of these. I have also tried locking web
icons, but that didn't work.
