Can't Open Service Control Manager

Newly created user accounts (with limited privileges) are
greeted with the following four error messages when
logging on to the system (this is a standalone home
computer):

AsmiHwlo: Can't open Service Control Manager (Okay/Cancel)

Can't create driver service (Okay/Cancel)

Can't open driver service (Okay/Cancel)

Can't load AsmiHwlo.dll (Okay/Cancel)

What is this all about and how do I get rid of it or
correct it?
