Newly created user acounts (limited) do not seem to be
able to save games (error message states that path to the
specified folder does not exist, even though the folder
does exist). Also, user accounts are unable to run some
programs. However, the administrator is able to do
everything with no problems. Why?

Some games require that the user account have sufficient rights to save to a
program directory or to the registry. Limited user accounts don't have
sufficient rights to do this.
