How do I make my TV work as screen over VGA to DVI

I'm not quite understanding your problem here. Do you wish to output the
signal from your PC to a TV instead of or as well as a PC monitor? Do you
have the latest drivers for your graphics card? Is the TV connected to the
PC?

The generic solution:
Turn TV on (no version of Windows can 'see' a device that is turned off.
Reboot PC.
Right click on the Desktop and select Properties. On the Settings Tab,
click on Advanced and then on the Monitor tab. There should be an option
here to either switch from PC monitor to TV or to use both devices.
