It;s the "Start - Run - CMD" screen, it appears briefly every time I boot
up. I don't suppose it causes any harm, but with all the problems I've been
having lately I want to make sure.

Peter,

Check the programs that load at start-up. One of them might be triggering it. To easily check for
the programs that load at startup, type MSCONFIG at Start >> Run.

I've looked until I'm x-eyed, still can't figure out which one it is. I
even ran cmd and entered exit.... still happens.

Run each of the commands in Msconfig by typing it in Start Run.
