computer starting up at plug in

i keep my computer in a locked closet so my son can't get
in without my permission, but he discovered that by
pulling out the plug and pluging it back in,the computer
starts automaticaly(without pushing the power button).
is there a way to disable this feature?

Honestly, I do not think that this is a computer issue :)
