I just reformatted my Windows XP Home Machine. Before
the format, I moved some files to my second hard drive.
After the formatting, I can see the hard drive on My
Computer, but it says it needs to be formatted. Can
anyone help me recover these lost files?

Do you have a conflict between NTFS and FAT32? Are they all formatted
with the same File System?

You need to go into disk management and initialize the disk.
