why was my OS downgraded to NT?

Several items were shut down so that start up would be
faster. When the system rebooted, I no longer had XP, I
now have NT in safe mode. I tried to use system restore,
but it won't let me go back to last month. Is there any
other way to get out of safe mode so that I can use all of
my programs. Any idea on why I am having this problem?

Most likely you "shut down" something that was critical to the OS. Turn
those things back on however you turned them off originally, and you should
be back to where you started.
