How do I configure my computer to start doing that again
when I choose to email photos from my pictures or my
documents???

The only way of actually changing the size of an image is by using an image
editing program to change its resolution.

To use the builtin XP tool, open a folder customized for holding
pictures. For example, My Pictures is already customized but you can
create your own as well.
If the blue common tasks pane is not showing, click on the Folders
button in the toolbar. Select the picture you want to send by clicking
on it. Then in the task pane area, click on "Email this file." The offer
to resize your picture should show up at this point.
It is to be used with files that are greater than 64KB. If the original
file is smaller than that, the resize option may not show up.
