Check the advanced tab of Regional and Language Options in
Control Panel. Here you can install code pages. You may
also need to set the language used for non-Unicode
programs before your programs will work.

Right - choosing "Russian" as a language for non-Unicode
programs is all that person needs to do (no installation
of code pages is required) - that will make
"Cyrillic(Windows) 1251" a System Code Page - then
programs with Cyrillic letters in their _interface_
will work fine. Details - in the Full Russification
section of my site.
