System Restore Problems

I have Windows Xp Porfessional , and im going to go
straight to the problem. My System Restore program stopped
working. When you click on properties on My Computer to
Acces the System Restore Tab it just closes out the entire
window. And then i tried accessing it from Program Files
and so on and it wont bring up the window for it .It also
poped up and said that i might not have privilages to run
it . I am the Computer Admin on my computer , i tried
making another computer admin. but it said the same
thing . Can anyone help me fix this
