My Hard drive is totally fragmented please can you give me
step by step instructions on how to wipe & format hard
drive then re-install via cd rom as do not have boot
floopy for Windows XP.

You don't have to reformat just to fix a fragmented drive, just run Disk
Defragmenter. Click on Start, then point to All Programs, then Accessories,
then System Tools, then click on Disk Defragmenter. Once it's running, click
on Analyze to see just how much fragmentation there is. It will tell you
whether or not defragmenting is needed. If it recommends defragmenting,
click the Defragment button and let the computer run overnight (depends on
the size of the hard drive and how much fragmentation there is.) I find
running in Safe Mode is faster because there's no interference by other
programs which causes Disk Defragmenter to restart sometimes.

if you still want to reformat just go to WWW.TWEAK3D.NET
and look at thier articles, they have a great step by
step on how to reformat. i use it whenever i reformat.
