A quick answer: no, nobody knows.
No date has been announced. It will come out when Microsoft
decides that testing has shown that it's good enough and stable
enough to be released.
It's widely expected to be sometime this summer, but that's not
guaranteed. As usual, there are widespead rumors, some with
specific dates, but they are just that--rumors, and nothing more.

It has reached the milestone of "Release Candidate 2". While it is
somewhat delayed, the eventual release will be worth the wait.
The Service Pack contains a significant improvement in the security
of your PC. While I can't give you a definite date, I would suggest
you read up on the pending changes. There will be a "Learning
Curve" for all XP users. So while everyone waits it out, you might
want to read up on Security Center and how Internet Explorer is
going to work differently from it's current form.
When it arrives, this newsgroup will probably be the best source
for understanding the changes. And yes, I didn't answer about the
date of release, but "Soon" would sum it up.

as far as i know it's slated for mid to late july...
but nothing official as of yet.

When it comes out!
I know MS today released the "Release Candidate 2", and is now available to
beta testers.

Are you sure? Or maybe MS is gonna stop calling them Service Packs, and
give them cool marketing names, like Windows XP Reloaded, to get people to
download the security updates in Service Packs.

MS has had problems shipping SP2 RC2, which was released today (finally).
Per reports, if RC2 has "significant issues", MS may do a RC3, which will
delay the final release.
At this point, even MS probably does not know when the final release will
ship.
