What do you want to make
A DVD this uses a dvd and dvd writer.
or
A VCD or SVCD, this uses a cd and a cd writer.
To make either you need to import a dv-avi file from the editing app, this
can be the likes of movie maker. When you have finished editing you chose
save movie and then pick teh dv-avi file format.
This can go into nero and then nero will convert into the neccassry mpeg
file, which will be mepg 1 for vcd, a form of mpeg2 for svcd, which is a
better quality vcd, still on a cd.
For dvd I think you need V6 of nero.
You will also need to check your dvd player will play vcd's etc, look at

Nero, Roxio and Sonic will happily take a WMV or an AVI file and re-encode
it for you before burning the DVD.
But to answer your question, we would need to know the original format of
the video and what you actually did to it!
