CAPS release key change from CAPS LOCK to SHIFT

I can turn the CAPS on by clicking the "Caps Lock" key,
but to turn off the CAPS, I have to click the "Shift" key
instead of the "Caps Lock" Key.
This problem starting yesterday after I cleaned up my
keyboard in the "Computer Locked" mode on my Windows XP
Pro machine; I think I must hit some key combination to
activate this weir feature. PLEASE HELP.
