Copying to CDRW Drive from MS-DOS

Previously I had a Win-98 computer with a CDRW drive on it.
I could go to the DOS prompt and type

COPY TEST.TXT D:

and the text file would be copied to the CDRW drive with
no problems.

Now I've upgraded to Win-XP and tried it again but now I
get an Access Denied error. I am logged on as an
administrator!

How do I make it work again?
