Is it safe to delete the files in C:\Documents and
Settings\<Username>\Local Settings\Temp.

It's not only safe, but you should do it periodically. The only
files there not safe to delete are those in use, but since
Windows won't let you delete a file in use, it's safe to try to
delete them all.

What is the name of the temp file and in what folder is it specifically?
What happens when you try to delete it?

If its under "Documents & Settings" in a named account
then create a new account if there isnt another account
on your PC , log off your account and log into the other
account then go into Explorer and navigate to the
offending Temp file and it should delete .
