I want to configure my XP Pro, so when I click Start->shutdown the only option there is logoff. I have seen this before, how do you do it?

The setting that determines which locally logged on User or Group
can shut down the operating system is a User Rights Assignment.
The setting can be configured using Local Security Settings (secpol.msc).
Look under Local Policies | User Rights Assignment for:
"Shut down the system".

For a brief overview on how to "edit local security settings" search
the Windows XP Professional Help and Support Center for the
words in double-quotes (without the quotes) and read the Suggested
Topic by that title.

And the following very long document has some information on the
Security Setting: "Shut down the system". Once the web page is
loaded, and if you are using Internet Explorer, you can find it
quickly by using CTRL+F to open the Find box, entering
the following in the box labeled Find what, and clicking the Find
Next button two times: Shut down the system
