switch user feature

I am not able to use the switch user feature button. If I
have to switch users, I have to completely log off-
shutting down any programs that might need to be open. I
tried restoring the feature through the control
panel/user accounts screens, but the switch user option
is still not functionong. Any ideas? thanks in advance
for any replies.
