I just bought a new laptop and I want to move stuff from
my old laptop to the new one. Both machines run XP Home
and the old one is only a year old. How can I tie the two
together and make the transfer??? And I can I transfer
whole programs in the same manner?

The Files and Settings Transfer Wizard only does as it name implies.....
transfers "Files and Settings". It does not transfer software programs.
You'll have to install your programs using the original program
installation CDs.
