by MS. Retail upgrade or full is sold as package, unless
you are buying an office full.

I wanted to buy an extra XP "key" from Microsoft so I could install XP =
Pro on my second computer. It was cheaper to buy an additonal upgrade =
copy of XP Pro from Amazon.com which had a $50 rebate and a $10 online =
coupon to lower the price.

If you're talking about buying a second license instead of buying
a second CD, yes you can. But it's not a great deal; almost
certainly you'll be able to buy a second CD at a lower price from
a discount source.
