Can someone please share, what are the differences in the capabilities of
Windows XP, verses the older operating system line of Win95 / WindowsME?
In other words, in what applications would I expect to see differences
between WindowsME and WindowsXP? Would it be in network connectivity
capabilities? Is the user interface totally different and WindowsME users
would have to totally re-learn it, or is it about the same? Are the
structures of accessing the "inner workings" of the operating system, i.e.
how you install network cards and device drivers, basically the same or
totally different?

The users will not have to learn a whole new interface. You can simply set
the theme and start menu to clasic mode to get the appearance of windows
98/me.
Older dos games or some windows 95 games may not work with xp either.

Networking capabilities are the same in workgroups or peer to peer in
windows xp however i hear xo home limits your workgroup to 5 computers.
Installing NIC's is the same however there is no longer the network control
panel applet. Windows xp now manages your networks on each connection so you
can seperate protocols for your modem or local area connection. The
equivalant of the network control panel applet is now your network
connections folder. Right click a connection and select properties.

There are some software such as norton, roxio and even
some software that micosoft put out that will not work
with xp, so make sure you check each software package you
have on your computer to see if it will work with xp. I
have seen more than one person update there computer to
xp and then become very upset that programs they had with
98 or me will not work.
