Hello,
I recently upgraded to Windows XP and I am now getting pop-ups when I'm not using the internet. One message said:

{Messenger Service
A new wave of interent advertising is coming. It is called Messenger service and it's built into your Windows Ooperating System. It is only a matter of time before the email spammers monpolize your screen. Fix this today.

I already have Norton Antivirus and Spysweeper running. I'm not sure what to do. Any suggestions would be very helpful.

Install a firewall. (Or activate the in-built one in XP)

Your basic problem is do not have a "firewall" properly enabled.
Please see the following:

Special note if you use AOL:

America Online installs its own connection settings that override
the ones that come with Windows XP. America Online's
connection settings don't include a way to turn on Windows XP's
built-in firewall.
