I bought Windows XP Home Upgrade the other day, and i
bought Windows 98SE full install a couple years ago, if i
do not have windows 98se installed, can i make a fresh
install with my upgrade cd, by proving i bought windows
98se, or does the install actually use files in win98se,
therefore making it necessary to have win98se installed
when installing winxp ... question's kind of complicated
but its basically ... can i make a fresh install with thw
windows xp home upgrade CD if i own windows 98, but don't
have it installed?

Yes you can. Boot direct from the XP Home Upgrade CD. Tell if you want to
do a clean install (ie format the drive first) When it gets to the part
where it looks for, and cannot find confirmation of a previous qualifying
operating system, swap CDs over and insert the 98 CD and point the installer
at it.
It will confirm you are indeed the proud owner of a previous qualifying
version
Swap CDs over and the clean install will continue.

Yes. The requirement is to *own* a previous qualifying version,
not to have it installed. When setup doesn't find a previous
qualifying version installed, it will prompt you to
insert its CD as proof of ownership. Just follow the prompts and
all proceeds normally.
