I had similar problem.

Before coping the old HDD disable system restore. Then
use the western digital install disk to copy the the old
disk onto the new disk. Once your new HDD is working do
not forget to enable system restore. XP and system
restore have a problem with two system disked so do not
enable system restore if you install both disks until the
old system disk is reformatted. Don't do that until your
sure the new system disk is working.
